About Carroll County
Several counties already existed when Maryland legislature decided to make a new county near Baltimore. Taking some land from Frederick County and some land from Baltimore County in 1837 led to the foundation of Carroll County. Westminster, which is the county seat is also the largest city in the county. Other popular cities include Taneytown, Union Bridge, New Windsor, Manchester, and Hampstead.
